| Renewable Energy: Heat Recommendations Report |

Forward Scotland would urge the Scottish Government, as part of the shared commitment to Sustainable Development in Scotland, to take forward these recommendations as soon as possible within its action plan for renewable heat, due to be published this year. The report calls on the Scottish Government to set a target for renewable heat based on further analysis of the potential heat market in Scotland. It highlights that at least 20 per cent of heat consumed would need to come from renewable sources by 2020 to achieve an overall renewable energy target in line with that of the EU. It also recommends the development of a wider heat strategy and urges the Scottish Government to bring forward legislation requiring local authorities and housing associations to promote and support district heating using renewable technologies. District heating networks, like those operating in Oban and Wick, represent efficient sources of heat for communities as the energy is generated close to the point of use. The Networks are very visible and practical ways of achieving Sustainable Development in local communities in Scotland. Forward Scotland welcomes the recommendation to develop a co-ordinated training programme incorporating microgeneration, energy efficiency and renewable heat through the Scottish Funding Council, Sector Skills Council and Skills Agency. This will be crucial to building the capacity required to grow this sector and instil confidence in consumers. The report outlines a vision whereby Scotland’s people can choose from a range of clean, convenient and low-cost heating technologies – from wood fuel boilers to solar water heating - that will make use of our vast renewable resources and help to reduce fuel poverty and greenhouse gas emissions, while creating green jobs and contributing to a sustainable economy.
