Forward Scotland administers the application, assessment and distribution of grants on behalf of Viridor Credits, using funds gathered by landfill operator Viridor Waste Management. This scheme offers grants under the Landfill Communities Fund (LCF) for community projects in the vicinity of Viridor Waste Management's landfill sites in Scotland ie. East Lothian extending to Edinburgh and areas of the Scottish Borders, and more recently North and South Lanarkshire as well.
Background The government collects a levy called the Landfill Tax on every tonne of waste dumped in licenced landfill sites in the UK - from 1 April 2010 the rate stands at £48 per tonne. The LCF encourages and enables landfill operators to support a wide range of environmental projects by giving them a 90 per cent tax credit against their donations to Environmental Bodies. These donations are capped at 5.5 per cent of the LO's landfill tax liability. All projects that are funded through the Landfill Tax have to be approved by ENTRUST, which is the regulatory body established by the commissioners of HM Revenue and Customs to ensure that projects meet the strict criteria established in the landfill tax legislation. It encourages partnerships between landfill operators, their local communities and the voluntary and public sectors. The partnership approach taken by Forward Scotland spans the public, private and community sectors. This enables funds to be disbursed to meet existing local priorities, as well as national initiatives to reduce long-term unemployment and promote social inclusion, within the scope of the prescribed purposes of the Landfill Tax legislation.
